Pahle Samajhte Hain — MDR Hota Kya Hai?
MDR ka matlab hai Merchant Discount Rate — woh fee jo payment processing ke liye bank ya payment network leta hai. Jaise credit card use karte ho toh merchant se 1–2% kaat liya jaata hai — wahi concept UPI pe ab partially lagu ho rha hai.
Abhi tak UPI bilkul free tha — government ne 2020 mein MDR zero kar diya tha taaki adoption badhey. Ab NPCI ek naya slab-based structure la rha hai jo sirf merchant payments pe Rs 2,000 se upar apply hoga. Dost ko paisa bhejna hamesha free rahega.
Rule 1 — Merchant Payment Pe 0.4% Charge (Rs 2,000 Se Upar)
Agar aap kisi registered merchant ko — matlab koi shop, restaurant, e-commerce, ya business — Rs 2,000 se zyada ka payment karte ho, toh 0.4% MDR charge lagega. Yeh charge technically merchant ke side pe hota hai, lekin practically yeh cost eventually aap tak aa sakti hai.
Ek practical example:
- Aman ne Aman ko bheja Rs 5,000 → Zero charge (P2P)
- Aman ne "Aman General Store" ke QR pe diya Rs 5,000 → Rs 20 charge (0.4% of 5,000)
- Koi bhi merchant transaction Rs 75,000 se upar → Maximum Rs 300 — cap hai, unlimited nahi
Matlab agar aap kisi doctor, CA, ya bade showroom ko Rs 1 lakh de rahe ho scan karke, toh maximum Rs 300 hi charge hoga — 0.4% nahi.
Rule 2 — Petrol Pump, Railway, Telecom Pe Flat Rs 5
Kuch specific categories ke liye percentage nahi — flat Rs 5 per transaction lagega, lekin sirf tab jab amount Rs 2,000 se upar ho:
- Petrol pumps — Rs 3,000 ka petrol = Rs 5 charge
- Railway ticket booking — Rs 2,500 ka ticket = Rs 5 charge
- Telecom recharges — Rs 2,000+ ke annual plans
- Insurance premium payments — Rs 2,000 se upar
Yeh categories isliye alag rakhi gayi hain kyunki inpe volume bohot zyada hai aur consumer welfare ke liye government ne flat low-cost structure choose kiya. Rs 5 ka charge percentage se kaafi kam pad sakta hai — jaise Rs 5,000 ke petrol pe 0.4% hota Rs 20, lekin flat Rs 5 hi lagega.
Rule 3 — Dukaandaar Aapse Alag Se Nahi Maang Sakta (Theory Mein)
NPCI ka official stand yeh hai ki yeh MDR charge merchant ke business cost ka hissa hai — wo customer se alag se UPI surcharge nahi maang sakta. Agar koi dukaandaar bolata hai "UPI pe Rs 20 extra dena padega" toh woh technically NPCI ke terms violate kar rha hai.

Lekin yahan ek bada "lekin" hai. Credit card pe bhi yahi rule tha — aaj bhi hazaron shops mein 2% extra liya jaata hai. Rule kagaz pe hota hai, enforcement practically zero hoti hai. Aage chaar-paanch mahine mein sabji wale aur petrol pumps kuch na kuch extra maangne shuru karenge — aapko pata hona chahiye ki NPCI ke rules ke hisaab se yeh illegal hai aur aap complain kar sakte ho.
Kya Aapko Phone Pe Ya Google Pay Delete Karna Chahiye?
Bilkul nahi. App delete karne ka koi matlab nahi — charge app pe nahi, transaction type pe lagta hai. PhonePe, Google Pay, Paytm, ya koi bhi app use karo — rule same rahega: Rs 2,000 se upar merchant QR scan pe charge applicable hai.
Agar aap app delete karke net banking se merchant ko bhejte ho — wahan bhi same rules apply honge. UPI infrastructure ek hi hai, NPCI ka. App sirf interface hai.
Aap Practically Kaise Bachein Charges Se?
Yeh charges avoid karne ke legal aur practical tarike:
- Rs 2,000 se neeche split karo — koi rule nahi ki ek hi transaction mein dena padega. Rs 4,000 ki khareedari ko Rs 1,999 + Rs 2,001 mein split karo. (Lekin beware — kuch merchants ye allow nahi karenge.)
- P2P bhejo, merchant QR nahi — agar dukaandaar tumhara trusted banda hai, uska personal number leke directly bhejo. P2P par zero charge rahega.
- Cash use karo bade transactions pe — Rs 5,000+ ki khareedari pe cash ya card pe sochna, specially jahan merchant charge pass-on kare.
- Rupay Credit Card on UPI — kuch Rupay credit cards pe UPI MDR alag structure mein aata hai — apne bank se confirm karo.
Yeh Pehli Baar Nahi Ho Rha — UPI MDR Ka Itihaas
2017–2019: UPI launch hua, MDR 0.25–0.5% tha.
2020: COVID ke baad government ne MDR zero kar diya — UPI adoption explosive hua.
2023: NPCI ne MDR wapas laane ki baat shuru ki — industry lobby active thi.
2025: NPCI ne officially slab-based MDR announce kiya — October 15 se lagu.
Matlab yeh ek policy reversal hai, naya idea nahi. UPI ka adoption itna strong ho gaya hai ab ki government ko charges justify karna aasaan lag rha hai. 14 billion+ monthly transactions ke saath, 0.4% bhi system ke liye kaafi revenue generate karta hai.
