UPI ne India ko digital payment mein duniya ka leader bana diya — lekin saath mein fraud bhi 40 guna badh gaya. 2021 mein UPI fraud ₹550 crore tha. 2025 mein yeh figure cross kar gaya hai ₹23,000 crore. Har roz hazaron log WhatsApp pe aaye link click karke, fake KYC call pe trust karke, ya "lottery" message forward karke apna paisa gawa rahe hain.
Isi ko dekhte hue RBI ne April 2025 mein ek draft framework release kiya hai jismein 3 bade changes propose kiye gaye hain. Yeh abhi sirf proposal hai — 8 May 2025 tak RBI public feedback le raha hai — lekin agar final ho gaye toh yeh India ke digital payments ka sabse bada safety upgrade hoga.
Change #1: ₹10,000+ UPI Transfer — 1 Ghante Ka Hold
Kya Hoga
Jab bhi aap pehli baar kisi naye beneficiary ko ₹10,000 se zyada ka UPI transfer karoge — woh payment ek ghante ke liye hold mein rahega. Paisa sender ke account se debit ho jayega lekin receiver ke account mein turant credit nahi hoga.
Us ek ghante mein agar aapko lage ki yeh fraud tha, galti se bheja, ya kisi ne aapko phasa ke bhijwaya — toh aap transfer cancel kar sakte ho aur paisa turant wapas aa jayega.
Kaise Kaam Karega

Yeh Kyun Zaroori Hai
Zyaadatar UPI fraud mein pattern ek hi hai: scammer urgency create karta hai ("Abhi bhejo nahi toh account block ho jayega") aur victim jaldi mein paisa bhej deta hai. Jab tak realize hota hai — paisa already churaya ja chuka hota hai aur kai accounts mein split ho chuka hota hai.
Yeh 1-hour hold window ek "cooling off period" ka kaam karegi — jaise credit card mein hoti hai disputed transactions ke liye.
Important Conditions
- Sirf naye beneficiary pe apply hoga — agar aap regularly kisi ko bhejte ho (trusted beneficiary) toh hold nahi lagega
- Threshold: ₹10,000 — isse kam amount pe hold nahi hoga
- 1 hour ke baad automatic release — koi action nahi lena padega agar sab theek hai
- Trusted contacts/beneficiaries ko aap whitelist kar sakte ho apne UPI app mein
Change #2: Senior Citizens (60+) — ₹50,000+ Pe Nominee Approval
Kya Hoga
60 saal se zyada umar ke UPI users ke liye — agar woh ₹50,000 se zyada ka single transaction karna chahein — toh pehle unke designated trusted nominee (beta, beti, spouse, family member) ko approve karna padega. Nominee ko notification jayega, woh approve karega, tab jaake payment process hoga.
Kyun Zaroori Hai
Senior citizens UPI fraud ka sabse bada target hain. RBI ki apni data report kehti hai ki 60+ age group mein fraud complaints ka ratio sabse zyada hai. Reasons:
- Digital literacy comparatively kam hoti hai
- Scammers bank officer banke call karte hain — seniors trust kar lete hain
- Retirement ka paisa ek baar chala gaya toh recover hona mushkil hai
- "KYC update" aur "pension block" jaise fake threats pe zyada vulnerable hain

Yeh system credit card companies ke "additional cardholder" verification jaisa hai — ek extra layer of human check before large payments.
Concerns Aur Privacy
Kuch log poochenge: "Kya har transaction pe pucha jayega?" Nahi — yeh sirf ₹50,000 se zyada ke transactions pe hai. Normal grocery, bills, medicine wale transactions pe koi nominee approval nahi chahiye hoga. Aur nominee ko transaction ki sirf amount aur merchant/beneficiary ka naam dikhega — personal details nahi.
Change #3: Emergency UPI Kill Switch — Ek Click Se Band
Kya Hoga
Har UPI app mein ek emergency "kill switch" button aayega — jise press karte hi aapka pura UPI instantly disable ho jayega. Koi transaction nahi hoga — na incoming, na outgoing — jab tak aap khud manually enable nahi karoge.
Kab Use Karoge
- Phone chori ho gaya — turant kill switch on karo (remotely bhi possible hoga)
- Fraud ka shak — kisi ne access le liya hai aapke phone ka
- SIM swap attack — scammer ne aapki SIM clone kar li
- Unauthorized transactions dikh rahi hain

RBI Ka Rule: 3 Din Mein Report = Full Refund
RBI ke circular ke mutabik — agar unauthorized transaction ki report 3 working days ke andar karte ho toh aapki zero liability hai. Bank ko paisa wapas karna padega. 4–7 din mein report karoge toh maximum ₹25,000 tak liability. Uske baad — bank decide karega.
