IPO ASBA aur UPI Mandate: Paise Kab Debit Hote Hain, Kab Unblock Hote Hain
Allotted
IPO apply karne ke baad kai log confuse hote hain: "Paise kahan gaye? Refund kab aayega? Mandate approve nahi kiya toh kya hua?" Yeh article in sabhi sawaalon ka jawab SEBI ke official guidance ke basis par deta hai.
ASBA Kya Hota Hai - Basic Mechanics
ASBA (Application Supported by Blocked Amount) Indian IPO system ka official payment mechanism hai. Iska core idea yeh hai ki aapke paise aapke bank account mein rehte hain - sirf block hote hain, transfer nahi hote - jab tak allotment na ho jaaye.
SEBI ke official investor education material ke anusaar: "Money to the extent of price of the shares for which the investor has applied, is blocked, but it remains in their account till allotment." Matlab: apply karte waqt koi actual debit nahi hoti. Account balance mein paise dikhte hain (with hold indication), interest milta rahta hai, lekin yeh amount kisi aur purpose ke liye spend nahi kar sakte jab tak block hai.
ASBA traditionally bank ke through hota tha (Self-Certified Syndicate Banks - SCSBs). Ab UPI ke through bhi ASBA available hai - especially retail investors (up to ₹2 lakh) ke liye UPI mandate system common ho gaya hai.
UPI Mandate System - Kaise Kaam Karta Hai
Jab aap broker app (Zerodha, Upstox, Groww etc.) ya BSE/NSE ke portal se UPI ke through IPO apply karte hain:
- Aap apna UPI ID enter karte hain aur application submit karte hain
- Your UPI app (PhonePe, GPay, Paytm, BHIM etc.) par ek "collect request" ya "mandate request" aata hai
- Aapko yeh request within specified time (generally IPO close date tak, check your platform) approve karni hoti hai
- Approve karne par amount block ho jaata hai - account se nikalta nahi
Allotment Ke Baad Kya Hota Hai
IPO close hone ke baad registrar (RTA) computerized basis par allotment karta hai. Do scenarios hain:
Scenario 1: Allotment Mili
Congratulations! Allotted shares ki total value aapke account se debit hoti hai. Shares aapke demat account mein credited hoti hain listing ke din ya usse pehle. Agar aapne ek lot maanga tha aur ek milti hai - sirf ek lot ka paise debit hoge, poore application amount ke nahi.
Scenario 2: Allotment Nahi Mili
Yahan important concept hai: koi refund nahi aata - kyunki paise kabhi gaye hi nahi the. SEBI ke anusaar: "There is no requirement of refund in case of non-allotment." UPI mandate simply release ho jaati hai, block hat jaata hai, aur amount automatically available ho jaati hai.
Allotment status aur issue timetable compare karein. Expected release ke baad bhi block rahe to bank/UPI app aur application intermediary se query karein; fixed 2-3 day guarantee assume na karein.
- Pehle broker/platform par allotment status confirm karein
- Apni bank ki ASBA helpline se enquiry karein - yeh process bank ke end par handle hoti hai
- UPI app mein "Mandates" section mein expired mandate check karein
ASBA vs UPI ASBA - Farq
| Parameter | ASBA (Bank Direct) | UPI ASBA |
|---|---|---|
| Process | Bank branch ya net banking se apply | Broker app ya exchange portal se UPI ID use karke |
| Limit | Higher amounts possible (HNI applications) | UPI IPO per-transaction rail limit Rs 5 lakh; retail investor category up toRs 2 lakh is a different concept. Applicable category and issue rules still matter. |
| Mandate | Bank direct block karta hai | UPI app mein separate approval step |
| Unblock | Bank process karta hai | UPI mandate expire/release hoti hai |
| Speed | Bank processing time | Actual bank/mandate processing and issue timetable verify karein. |
Common Samasya aur Unke Samaadhaan
Problem 1: "Paise double block ho gaye lag rahe hain"
Duplicate applications rejection risk create kar sakti hain. Permitted categories, reservations aur exceptions exact issue document se verify karein before submitting multiple bids.
Problem 2: "Allotment nahi mili par block abhi bhi hai"
Allotment status aur issue timetable compare karein. Expected release ke baad bhi block rahe to bank/UPI app aur application intermediary se query karein; fixed 2-3 day guarantee assume na karein.
- Broker ka customer support contact karein
- Bank ki ASBA cell se contact karein (most banks ka dedicated number hota hai)
- Stock exchange grievance portal - NSE: nseindia.com/invest/complaints, BSE: bseindia.com
- SEBI SCORES portal: scores.sebi.gov.in
Problem 3: "Mandate approve karna bhool gaya"
Agar mandate approval deadline miss ho gayi, application process nahi hui. Is IPO mein participation nahi hua. Agle IPO ke liye UPI app mein notifications ON rakhein aur application ke turant baad mandate check karein.
Problem 4: "Partial allotment mili - kitne paise debit honge"
Agar aapne 10 lots maange the aur 1 lot mili, toh sirf 1 lot ka amount debit hoga. Baaki 9 lots ka block release ho jaayega.
Allotment Status Kaise Check Karein
- Registrar website: Har IPO ka registrar alag hota hai (KFintech, Link Intime, Bigshare etc.) - RHP mein registrar ka naam aur portal link hota hai
Agar allotment nahi mili toh "refund" nahi maangna - paise wahan hain hi. Sirf block release hone ka wait karein.
ASBA Mein Interest - Kya Hota Hai
SEBI explains that blocked money stays in the account and continues earning applicable interest. Lekin blocked funds temporarily spend nahi kar sakte, aur allotted shares ka market risk alag hai.
